Laurel Starks

The Ilumni Institute Founder & CEO

Laurel Starks is arguably the nation’s foremost expert in the field of Divorce Real Estate, often regarded as the pioneer of the niche, and is the published author of “The House Matters in Divorce.” As the principal of Starks Realty Group founded in 2005, Laurel is a court-appointed listing agent under EC §730, and has worked in more than 1,000 divorce cases. In 2018, Laurel founded The Ilumni Institute, an education organization that bridges the gap between family law and real estate. She wrote and developed the Certified Divorce Real Estate Expert™ curriculum, which has become the most recognized credential for court-appointed Realtors in the nation. An Inman Influencer and Inman Innovator, Laurel is a frequent speaker and writer for state and national family law and real estate organizations, and has been featured as a subject matter expert in publications such as The Huffington Post, NPR, and Realtor Magazine. In addition, Laurel is the host of Raising the Bar, a national continuing legal education series for family law attorneys.

Jeremy N. Roark, CFLS

Certified Family Law Specialist

Jeremy N. Roark has practiced family law exclusively in the Inland Empire for over 10 years. He has experience in handling divorce cases and related legal issues, such as child custody and support, asset division, spousal support, custody jurisdiction, and domestic violence and restraining orders. Mr. Roark is certified by the State Bar of California Board of Legal Specialization as a Certified Family Law Specialist (CFLS). As a father of a young child with special needs, Mr. Roark recognizes the nuances involved in creating custody and visitation arrangements, and knows how to negotiate parenting plans that suit the best interests of the children involved. He has established a reputation as a fierce advocate for his clients, and a source of authority for educating the courts about issues related to co-parenting children with special needs. Admitted to the State Bar of California in 2008, Mr. Roark holds a Juris Doctor Degree from University of California Hastings College of the Law in San Francisco. He completed his undergraduate degree at University of California, Los Angeles, majoring in business economics.

Jillian Duggan-Herd, CFLS

For over a decade, trial lawyer Jillian Duggan-Herd has represented clients throughout San Diego, Riverside, and San Bernardino Counties. For her entire career, Jillian has exclusively practiced family law. Jillian has been certified by the State Bar of California as a Family Law Specialist. Jillian received her B.A. with honors in Sociology from UCSD. She received her juris doctor from Gonzaga University School of Law, where she participated on the National Moot Court Team, was in leadership positions with the Moot Court Honors Council, GSA Outlaws, and served as a practicing intern/extern with a private family law attorney, the Spokane Public Defender, and the Hon. Neal Q. Reilly. Jillian is well-known by the bench and the bar for her exceptional litigation skills. Her almost daily advocacy for clients in court gives Jillian a unique perspective in strategic planning and settlement positioning. Jillian’s thoughtful, "no-nonsense" approach to family law often results in the efficient and effective resolution of her cases. Jillian is a member of the San Diego Family Law Bar Association, the North County of San Diego Certified Family Law Specialists, and Lawyers Club. In January 2023, she commenced a three-year term on the San Diego Family Law Bar Association Board of Directors.
